Can I compress an image to exactly 200KB?+
The tool aims for the highest quality that still lands at or just below 200 KB. Hitting an exact byte count isn't how image encoders work, but a file a few kilobytes under the limit is accepted by any form that asks for 200 KB or less.
Will compressing to 200KB reduce image quality?+
